The new PE and Sport Strategy for Young People (PESSYP) was launched in January 2008 and express the Government’s commitment to improve the quantity and quality of PE and sport undertaken by young people aged 5-19 in England. The strategy is the joint responsibility of, the Department for Children, Schools and Families (DCSF) and the Department for Culture, Media and Sport (DCMS), working in particular with the Department for Universities, Innovation and Skills (DIUS) in relation to 16-19 year olds and with strong links to Department of Health.

PESSYP will see the investment of £755 million over a three year period on a number of workstrands that deliver the Public Service Agreement target 22.

An initial outline of the new strategy can be found at www.teachernet.gov.uk

The ‘Five Hour Offer’

The five hour offer aims to ensure that all 5-16 year olds have access to two hours PE and three hours beyond the curriculum and 16-19 year olds have three hours of sport outside of the curriculum. Collectively, this is referred to as the ‘Five Hour Offer’.

Providers including School Sports Partnerships, National Governing Bodies, County Sport Partnerships, clubs and other community providers will work together to ensure the ‘five hour offer’.

Infrastructure: School Sport Partnerships

The School Sports Co-ordinator Scheme is “a key part of the Government’s plan to provide more and better physical education (PE) and sporting opportunities for young people” (Kate Hoey). Around the country are several School Sports Co-ordinator Partnerships with a Specialist Sports College at the hub and a Partnership Development Manager. Within the partnership are a number of Secondary Schools, each with a School Sports Co-ordinator. Then every secondary school has its own cluster of Primary Schools, each with a Primary Link Teacher.

There are nine Sussex School Sport Partnerships across the county that have been set up to deliver the governments PSA target.

Infrastructure: Specialist Sports Colleges

Specialist Sports Colleges will play an important role in helping to deliver the Government’s Plan for Sport. They will become important hub sites for school and community sport providing high quality opportunities for all young people in their neighbourhood

Richard Caborn MP, Minister for Sport, DCMS

Since their introduction in 1997, Sports Colleges have been playing a crucial part in raising both sporting and academic standards, establishing successful partnerships between schools and the private sector and developing ways of working with the wider community.

Mission Statement

Sports Colleges will raise standards of achievement in PE and sport for all their students across the ability range. They will be regional focal points for excellence in PE and community sport, extending links between families of schools, sports bodies and communities, sharing resources and developing and spreading good practice, helping to provide a structure through which young people can progress to careers in sport and PE. Sports Colleges will increase participation in PE and sport for pre and post 16 year olds and develop the potential of talented performers.

Infrastructure: FESCOs

Over the last six months the Youth Sport Trust has been working hard with School Sport Partnerships, FE Colleges, County Sports Partnerships, the Association of Colleges and British Colleges Sport to assist with the development and implementation of a network of FE Sport Co-ordinators based in 377 FE Colleges in England.

The main focus of the FE Sport Co-ordinators (FESCos) will be to increase opportunities for young people aged between 16 and 19 in education to participate, perform and lead and volunteer in sport. Of the 377 FE Colleges, a staggering 94% of colleges have indicated that they want to be part of the programme and hope to have a FESCO in place from September 2008. National Competition Framework for Young People

In December 2004 the Government announced additional funding of £519 million for2006 to 2008 to continue and expand the national PE, School Sport and Club Links (PESSCL) strategy. Part of this will fund the employment of new Competition Managers in School Sport Partnerships. These will contribute significantly to the ambition that by 2010 a high quality school sport national competition framework implemented locally with opportunities for all will have been developed. It is now recognised that high quality competition is one of the four key elements within high quality physical education and school sport, for ALL young people.

Key Elements Of High Quality PE And School Sport

Sport England, the Youth Sport Trust and the National Council for School Sport (NCSS) have developed a national school competition framework which complements the principles of long term athlete development. The aim is to provide consistency to competition structures across sports which reflect the local player pathway development currently being supported by the Active Sussex.

The framework (please see below) can be tailored for a range of sports, and a wide ranging consultation is being undertaken with a large number of National Governing Bodies (NGB) and school sport organizations to develop sport specific frameworks. Each NGB and school sport organization (if there is one) will be reviewing their competitions so they can strategically develop a new integrated structure from inter school (local), inter district (county level) and above.

National Competition Framework for Young People outline

KS3 / 4 (12-16)

Inter-school leagues and cup competitions

KS3 (11-12)

Multi-sport competition central venue leagues

KS2 (9-11)

Multi-sport competition central venue leagues

KS2 (7-9)

Termly multi-skill festivals

KS1

Annual multi-skill festivals (off-site)

The competition framework is not a parallel system of competition to existing provision it is an integrated approach that will take time to plan and implement. The challenge is to ensure the right youngsters are playing in the right competition and that talent is given a chance to rise and club conflicts are resolved . For more…..
